Iran is prepared to reinitiate nuclear negotiations with the United States as long as it is handled with "respect" and "respect", Iran's foreign minister has announced.

Abbas Araghchi declared solely negotiations produced results, and disclosed new appeals had originated from intermediaries to resume discussions with the American leadership. He claimed Iran had zero undeclared nuclear sites, and Tehran was not yet able to allow the International Atomic Energy Agency to inspect struck enrichment centers for protective measures.

Walking a Challenging Route

The foreign minister is walking a difficult route since Iran aims to avoid appear to be proceeding from a position of weakness, and he insisted repeatedly that Iran had arisen stronger in military terms and psychologically from the Israeli-US attack on its atomic facilities in June.

He was speaking at a defense forum in Tehran where he restated that Iran had "an absolute privilege to process nuclear material within its borders that it will never give up" – the primary cause of the deadlock in the earlier negotiations.

Prior Negotiations Suddenly Concluded

The earlier sessions of talks between the United States and Iran were brought to an abrupt and hostile conclusion on 12 June when Israel, with American backing, struck Iranian nuclear sites in a two-week conflict that concluded with the American leader asserting the facilities had been eliminated. Following this, Western states used their privilege to restore UN-wide sanctions, but Iran maintains they have not had a significant effect.

Ideal Resolution Offered

Tehran representatives claimed they felt they had reached a "perfect agreement" to the nuclear fuel concern in earlier negotiations, when it was agreed an domestic cooperative with Washington's engagement could process nuclear material. Both sides would have been able to declare success since domestic enrichment would have persisted and the US could be assured that Iran's enrichment initiative was exclusively peaceful.

It had not been agreed in the discussions that American atomic experts could function within Iranian territory, but that was a reasonable assumption of the cooperative offer. Representatives claimed on multiple occasions they had achieved a deal with Trump's special envoy the US official only for the agreement to disintegrate due to "spoilers in Washington".

Current Position

Iran's diplomats said the consortium offer was now no longer available, but it seems quite possible the offer could be revived in various formats if discussions reopen.

The American leader recently claimed he had been receiving messages that Iran desired to reopen negotiations, but confidentially Iranian officials state they are not yet obtaining consistent overtures from America either explicitly or from important Middle Eastern intermediaries, such as Qatar, the Egyptian leadership, the Omani authorities and the Saudi kingdom. The Iranian foreign ministry has been accused of passivity in the aftermath of Washington's unmediated tactics, but Iran states dialogue is not part of a show.

Diplomatic Position

In his address to the conference, aimed to paint the US as a hegemonic power that misuses the concept of international law, the foreign minister declared the 12-day war demonstrated the conflict could not be settled by military means. He asserted the strikes started with a Washington's ultimatum for an unconditional Iranian surrender and culminated with an unconditional call for a halt to hostilities.

Iran is convinced the opening assaults from Tel Aviv were executed with complete American awareness and cooperation, making faith difficult to restore.

Negotiations Continues the Primary Resolution

Araghchi declared: "It was not Iran that had fled diplomacy; it was America and the Western nations that had repeatedly tried to enforce their demands during the negotiations. Dialogue can still be viable and continues the final resolution to resolve conflicts, but its requirements, regulations and tenets must be adhered to."

"In case they talk to the citizens of Tehran with the language of dignity and honor, they will receive a reply in the same approach."

Restoration and Reconstruction

In what is portrayed by Iran's diplomats as the conflict of restoration and recovery, Araghchi said he was assured Iran's military capacities "are considerably enhanced than preceding 13 or 14 June of this year. Every aspect of our defense have been rebuilt. We gained many lessons from this war; we have discovered our personal limitations and the weaknesses of the enemy."

He continued: "We managed to survive this war. Our atomic expertise, which they intended to destroy, stays intact. The installations and machinery, if destroyed, will be restored; what is crucial is the determination of the citizens of Tehran and then the unity of the country that they aimed at, but were unable to destroy. The nation of Iran have developed stronger, more cohesive, and more endorsing of the government and the country in the face of this assault."
