The Former President's Woke Warning Overlooks The Continent's True Threat: Technological Decline.

The recent US national security strategy presents a flawed assessment of Europe. The document asserts that unrestrained immigration and what it terms "woke" agendas represent an existential risk to the continent's identity. Yet, this perspective is based on a serious misreading of the reality. The actual danger facing the EU is not societal but technological and economic backwardness.

A Glaring Growth Divide Separating Europe and the US

Statistics reveal a stark contrast. Between 2008 and 2023, American economic output surged by 87%, while a paltry thirteen and a half percent increase for the EU. During this period, EU GDP per capita fell from 76.5% to just half of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Currently, about 50% of the global top fifty technology firms are American, while a mere four are European.

The Technological Deficit: The Core Problem

This widening disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at more than ten billion dollars, compared with only fourteen in Europe.

This gap prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely concede it is essentially a contest between two between the US and China, with European nations starting at a significant handicap.

Root Causes of Europe's Technological Lag

A number of major factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. The EU still lacks a genuine unified investment market, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can launch a product under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, there are causes for optimism. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Key analyses on EU competitiveness and the internal market highlight the necessity of major changes.

Given appropriate incentives and regulatory reforms, these assets could support much higher degrees of commercial innovation.

Europe still possesses considerable advantages: high-quality workforce, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
